Located in the central part of the country’s Bicol region, Naga City in Camarines Sur lacks viable industries and abundant natural resources. Barely a decade ago, Bongao was an underdeveloped municipality despite it being the political and economic capital of Tawi-Tawi, the southernmost province of the Philippines.
