The Philippine Public Transparency Reporting Project today launches the first in a series of short reports looking at websites of key government departments. Following President Aquino’s stirring inaugural address and his promise to have government ‘serve’ the people and take its ‘marching orders’ from them, we want to see how this is now rolling out in practice. How are official departments and agencies reaching out to inform and engage with people and giving them a chance to help improve government?
It is still early days and websites can be very complex things: Improvements may take time to filter through. That said, the new administration has often trumpeted the value of new technology in connecting with and listening to the people. Moreover, social media and the internet played a big part in last May’s election victory, so improvements in communication should be a priority in departments the Executive sees as critical in its mission to reform government.
So now, more than six months in power and given building public literacy in government affairs is key to people’s monitoring and real engagement, how is the administration doing?
With this in mind, we are launching the series with a first look at the Department of Budget Management website. The DBM lies at the heart of the new government’s goal of improving transparency and accountability in public spending – so just how accessible and understandable is it for ordinary people?
